Requirements

To sign up, you will need the following: Internet access and a browser that supports 128-bit encryption. If you do not have one of the below browsers, we strongly recommend that you upgrade your browser. To update your browser to support 128-bit encryption, select the one you wish to download.

Netscape Communicator 4.5 or higher with 128-bit encryption
Microsoft Internet Explorer 4.0 or higher with 128-bit encryption
